Please pay attention.
The main requirements for articles are the scientific novelty of the research subject, the originality of the research problem and the applied research methods, the use of documents not previously introduced into scientific circulation, and the scientific significance of the conclusions. A special requirement is for the style: the article must be written in literary Russian.
Articles that do not meet these main requirements are not accepted for review. 
In addition, articles are not accepted for review.:
1) the main material of which has already been published by the author in another journal or posted on the Internet (under a different name, in a different editorial office or in co-authorship),
2) designed according to the author's habits, not according to our requirements,
3) containing spelling, grammar, punctuation and stylistic errors, 
4) containing an unreliable bibliographic description of the research used (articles and monographs) and published sources (memoirs, collections of documents, etc.),
5) with a text originality of less than 75% (based on an analysis of the Anti-Plagiarism system)
 
Reviewing articles is the responsibility of the editorial board of the journal. This means that the author of the article should not send any reviews, they will not be considered in any case. When reviewing, the principle of incognito ("double blind") is strictly observed: The reviewer does not know the author's name and position – the author does not know the names and positions of the reviewers. The reviews of the editorial board members and the experts involved are not sent to the author, and the editorial staff does not enter into a discussion of the advantages and disadvantages of the article with the author.
In normal cases, a three-month period is allocated for review; then the editorial board decides whether to accept the article for publication (with or without revision) or reject it. The editor-in-chief informs the author about the editorial board's decision and sends him an editorial opinion on the article by e-mail.
References to the author's own works, made in order to artificially increase his impact factor in the RSCI, are deleted during editing. 
 
Please DO NOT refer to articles previously published in the New Historical Bulletin: the editorial board strives for zero self-citation of the journal, so links to the field are deleted during the editing process.
 
The journal's editorial ethics are based on the Civil Code of the Russian Federation (Chapter 70 "Copyright"), the Law of the Russian Federation "On Mass Media" and the Code of Conduct and Best Practices for Journal Editors (Committee on Ethics of Scientific Publications (COPE), 2011).
We remind you of the civil, administrative and criminal liability for infringement of copyright and related rights. If plagiarism or falsified references to sources are found during the review process, checking for "incorrect borrowing" and editing, the article is removed from review, and other articles by this author are not accepted for review.
The editorial board provides open access to the published issues of the journal: electronic texts of published articles are available completely and free of charge to all users of the journal's website, RSCI and CyberLeninka.
In accordance with the requirements of the RSCI, Scopus, and Web of Science bibliographic databases, the editorial board of the journal has introduced more complex rules for the design of scientific reference materials than in many other journals. The main ones are:
1) exact information about the author's place of work;
2) a detailed, informative, logically structured abstract;
3) duplication of references to Russian research literature by transliterating them in Latin (in the BGN standard) and partially translating them into English.
The editorial board accepts articles in electronic form (Word format, .doc file type).

Open Access policy and publication fees
Novy Istoricheskiy Vestnik uses the Open Access protocol – the dissemination of knowledge according to the open access model (free, fast, permanent, full-text access to scientific materials in real time). The editorial board does not charge readers for access to the full texts of published articles, for electronic subscriptions and downloads of articles posted on the website or in scientific information repositories. The editorial staff provides permanent and free access to the author's materials in the RSCI and CyberLeninka.
 
This algorithm of activity provides our authors with maximum "visibility" of their scientific research, but, on the other hand, it excludes the possibility of financing editorial and printing works through the sale of scientific content.
 
Therefore, in order to carry out the entire range of mandatory work – reviewing, editorial preparation, translation of scientific reference materials into English, printing, compliance with the requirements of the Open Access protocol, assignment of DOI articles, posting articles in scientific information repositories, compliance with the requirements of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation and international scientometric databases – the editorial board has established a fee from authors of articles that have been reviewed and recommended for publication, in the amount of 21,000 rubles.
 
The amount of payment can be significantly reduced (if, at the request of the author, the article is translated into English at his expense and published in English) or slightly increased (if the translation of the article into English is carried out by the editorial board, the volume of the article exceeds 1 author's sheet, the article contains diagrams and tables, the number of articles and monographs included in the References exceeds 15).
 
In any case, payment is made no earlier than the article receives positive feedback from reviewers (with comments and recommendations for revision), will be finalized by the author in accordance with the comments of the reviewers, recommended by the editorial board for publication and edited. After receiving notification of the inclusion of the edited article in the issue in the order of priority, the author is billed for non-cash payment.
 
Since the publication project of the Novy Istoricheskiy Vestnik magazine is non-commercial, the funds raised are fully spent on the above-mentioned processes.
 
The editorial board of the journal emphasizes that payment is not charged for accelerated review and editing, as well as for the publication of articles out of turn, and articles that have not received positive reviews from reviewers are not published for any money.
 
Currently, due to the admission of an exorbitantly large number of articles to Novy Istoricheskiy Vestnik, compared with the limited capabilities of the journal, the editorial board, all other things being equal, prefers articles written by candidates and doctors of historical sciences with the financial support of domestic scientific foundations or the Ministry of Education and Science of Russia as part of a government assignment.
