THE FORMATION OF A NEW ADMINISTRATIVE SYSTEM IN THE SIBERIAN REGION (MARCH 1917 - EARLY 1918)

Abstract

The article examines the process of establishing a new system of administrative management in the cities and counties of Siberia (based on the materials of the Tobolsk provinces), which arose as a result of the fall of the monarchy in Russia in the spring of 1917, examines the introduction of the institution of provincial and district commissars, their competence, personnel and the nature of relations with city governments and public committees. The provisional government developed a package of reforms aimed at reorganizing local government and self-government, a political amnesty was declared, zemstvos were introduced, the staff of the provincial administration was reduced, city and county police were created, measures were taken to supply the army with food and weapons, search for deserters, etc. It was established that the legal status of the commissioners was contradictory, they had no real levers of control and could not solve the tasks assigned to them. Problems in the implementation of management tasks were identified, facts of illegal demands, abuse of authority by city and county executive committees, arbitrariness on the part of the population were presented. Conflicts were noted between local authorities. In conditions of multi-power and social cataclysm, it was not possible to create an orderly and viable model of administrative management in the Siberian territory.
